extension manager is throwing an error in Joomla 5 install

Starting a new Joomla 5 site and setting it up prior to uploading media. I installed extension manager to setup my download keys and install all my mandatory regular labs extensions, I get the following error when I access it
An error has occurred.
0 Class "RegularLabs\Library\Parameters" not found

Try deleting the Joomla cache and try again.

it didn't change anything, I reinstalled the extension after I cleared cache, it is still throwing the same error.

Try deleting these files and folders:

administrator/manifests/libraries/regularlabs.xml
administrator/manifests/packages/pkg_regularlabs.xml
administrator/manifests/packages/regularlabs
/plugins/system/regularlabs
/libraries/regularlabs

(You will get other errors now).

Then clear the Joomla cache and reinstall the latest version of the extension you installed.
