Using Conditional Content causes 'component not installed' error

Using Conditional Content v5.0.10 (non Pro). When I go to a Module to assign when to show the module then the Conditions tab shows
No condition set has been selected yet...
Together with buttons 'Select existing Condition Set' and 'Create New Condition Set'. If i select either of these I get message "An error has occurred. 404 Component not found."

I have Regular Labs - Extension Manager 9.0.0 installed with Advanced Module Manager (Pro) 10.0.13, Articles Anywhere (Pro) 15.1.3, Modules Anywhere 8.0.2, Quick Index (Pro) 4.0.2
and Sourcerer 10.0.3 as well as Conditional Content 5.0.10. These are all the latest versions.

Site is on XAMPP Joomla 4.4.0
