tag id not works

We enter a tag ID, but the tag filter does not return any posts. -

{articles category="current" include-child-categories="true"  tags="495" include-child-tags="true"}

However, if we enter the tag title, it works.

{articles category="current" include-child-categories="true"  tags="tag 1" include-child-tags="true"}

Why?
