Yes, this will indeed influence the GeoIP plugin. In a future version it will contain the requirement to enter your MaxMind account details before it is possible to update the GeoLite2 database.
Currently installed versions are not affected. It is just an issue when you try to update the database to a more recent version. Or when trying to install GeoIP on a new installation.

I have just pretty much finished the new version, which requires a MaxMind user account and License Key to be able to use it.

This now requires the MaxMind License Key.
