What version of Joomla, php and MySQL are you running on?
Check if you have any DB issues under Extensions>Manage>Database in your Joomla admin.

Hi :-) wow faste replay thanks!

I have
joomla 3.8.3
php 7.0.26
database 5.6.36-82.1-log

i suspect that an old version of modules anywhere pro 3.0 is the cause?

Wow, Modules Anywhere 3.0? That version is from before time itself was invented!
But I don't see why that would cause an issue with the installation of the Extension Manager.
Looks to me more like a database issue.

Can you give me (super) admin and (s)ftp access so I can take a look?
And tell me on what url I can see/reproduce the issue.

It is not only Regular Labs extensions that don't install on your setup. All extensions fail when trying to install/update on your server.
So looks like an issue with your server of global configuration file.

well actually i just installed articles anywere and it worked... it is just some extensions and modules anywhere and extension manager give the issue :-(
i remember in the past it happened to me already but i cannot remember what fixed it... it was some library? possible? some framework?

or some nn framework to be uninstalled?

Or a file size limit on your server.

If you have the old NoNumber Framework installed, I recommend you:
- disable all NoNumber/Regular Labs extensions
- Uninstall the NoNumber Framework
- Update all Regular Labs extensions.

i tryed but same situation ... i also uninstalled modules anywhere 3 but some of the extensions like extension manager , articles anywhere, sourcerer.... cannot be installed producing the same error
the strange thing that i reinstalled modules anywhere 3 (as i really need some login modules to be displayed for my users) and it got reinstalled!

i'm lost

I suspect this is down to an upload size limit on your server.
It is probably set to 1MB. Change that to 8MB (or at least 2MB).

I contatcted SiteGround and they say my limit is 128MB :-)

actually i tryied to install form a folder so the file is already uploaded in the tmp space on the server but same error... maybe should i remove the tables from db of the old extension before i try to install teh new version?

I have no idea what the issue is.
Yes, you can try deleting the old tables.
Also manually delete any duplicate extension entries from your __extensions database.
